Last week, the BeOpen project was proudly represented at the Data for Policy 2025 Europe conference — a premier gathering for researchers, policymakers, and technologists working at the intersection of data, governance, and societal transformation by Luca Remotti and Francesco Murredu from Data Power.
Held at Leiden University’s campus in The Hague, the conference focused on “Twin Transitions in Data and Policy for a Sustainable & Inclusive Future.” This year’s edition brought together over 300 global delegates to explore how digital innovation and green policies can converge — ensuring that both transitions support each other rather than compete.
🔍 BeOpen at the UrBreath Workshop
BeOpen contributed to the session “A socio-technical systems’ view on integrating resources and stakeholder networks toward long-standing challenges,” as part of the UrBreath Workshop. The project was presented through the lens of data governance and High-Value Data Assets, focusing on how trusted, interoperable open data ecosystems can empower public authorities to address real-world challenges such as:

Our key message: Tackling environmental and public safety challenges starts with unlocking high-quality, machine-readable, and shareable data. BeOpen’s framework and pilot implementations were showcased as examples of how cities and public administrations can move from data availability to data usability — with trust, legal clarity, and technical interoperability built in.

As Europe steers through its twin transitions — digital and green — the need for high-value datasets in the public sector has never been more critical. From shaping evidence-based policy to training AI systems for sustainable urban management, initiatives like BeOpen are laying the groundwork for a trusted data economy.
